Riyadh, February 16, 2025 — The General Court of Audit (GCA) has concluded its participation in LEAP25, the world’s largest technology gathering, which took place from February 9 to 12 in Malham, Riyadh. This major event brought together global tech leaders, innovators, and professionals, and the GCA made a significant contribution by unveiling its forward-looking digital strategy for the years 2025–2027. The event underscored the GCA’s commitment to embracing cutting-edge technology and artificial intelligence (AI) to optimize the public sector's audit processes.


Dr. Hussam Alangari, President of the GCA, delivered a keynote address during the conference, providing an in-depth overview of the authority’s digital strategy and highlighting the ongoing transformation within the institution. His address set the stage for GCA’s announcement of its ambitious vision to enhance public sector auditing through technology, focusing on efficiency, innovation, and sustainability.


As part of the conference, the GCA showcased its ongoing digital transformation initiatives through an interactive exhibition, offering attendees a first-hand look at how the authority is leveraging AI and other advanced technologies to revolutionize auditing practices. The GCA booth attracted significant attention, drawing in officials, specialists, and industry leaders eager to learn about the GCA’s digital evolution. Attendees were able to explore the core elements of the digital strategy, which centers on enabling innovation, improving audit processes, and delivering sustainable excellence in the digital realm.


The digital strategy for 2025–2027 is built around several key pillars designed to enhance audit functions, with a strong emphasis on improving the customer experience and ensuring efficient and transparent operations. Among the primary goals is the unification of communication channels for both internal and external customers, creating a seamless interaction experience across all digital touchpoints. Additionally, the GCA is focused on implementing robust digital governance frameworks to ensure full compliance with digital legislation and uphold best practices in corporate governance.


At the heart of this digital strategy is the upgraded version of the GCA’s digital audit system, Shamel 2.0. The system, which covers every stage of the audit process—from planning through to the issuance of reports—represents a pioneering step toward accelerating the development of digital solutions within the GCA. This new version of Shamel is designed to enhance the authority's ability to support the adoption of emerging technologies and AI, contributing significantly to more efficient and effective audits.


One of the key highlights of the GCA’s booth was the introduction of Aref, the authority's AI-powered smart auditor assistant.
