In addition, 1,207 individuals were arrested for attempting illegal entry into the Kingdom. Most of these unauthorized entries involved individuals of Yemeni (37%) and Ethiopian (61%) nationality.

The campaigns also identified 94 people trying to leave the Kingdom illegally and 13 individuals involved in sheltering or transporting violators. Over 21,800 expatriates are currently undergoing regularization or repatriation processes.

These actions reinforce Vision 2030’s focus on rule of law, national safety, and social order. Saudi Arabia is enhancing security infrastructure, ensuring fair labor systems, and protecting its people and values from unlawful activities. The Kingdom continues to balance economic openness with strong border enforcement and zero tolerance for illegal practices.

The Ministry urges all residents to report violations by calling 911 in Makkah, Riyadh, and the Eastern Region, or 999 and 996 elsewhere. Violators and facilitators face strict penalties, including up to 15 years in prison and fines reaching SAR1 million.
