Over 50 Reforms Enacted on Women’s Rights, Reflecting Saudi Values, Culture, Al-Tuwaijri Says


On October 10, 2024, in Geneva, Dr. Hala bint Mazyed Al-Tuwaijri, President of the Saudi Human Rights Commission (HRC), emphasized the pivotal role of women's empowerment in fostering societal progress, describing it as a fundamental human right. During her address at the opening statement of the Kingdom of Saudi Arabia's participation in the 89th session of the United Nations Committee on the Elimination of Discrimination Against Women, she articulated that empowering women has been a core objective of the National Transformation Program, a key component of Vision 2030.


Dr. Al-Tuwaijri acknowledged that the positive and systematic changes, along with historic reforms in protecting women's rights, would not have been possible without the political will demonstrated through the directives of King Salman bin Abdulaziz Al Saud and His Royal Highness the Crown Prince. She also highlighted the growing awareness within Saudi society regarding the importance of these changes.


The HRC President pointed out that Saudi Arabia has made significant strides in developing its legal system to promote women's rights, citing the amendment and issuance of various laws aimed at ensuring gender equality and enhancing opportunities for women. She reported that over 50 reforms have been implemented in the realm of women's rights, reflecting the Kingdom's deep-rooted cultural values and commitment to progress.


Among the notable reforms are amendments to the travel documents and civil status systems aimed at achieving gender equality, modifications to the social insurance system establishing a retirement age of 60 years for both men and women, and changes to labor regulations that promote equality in rights, duties, and terms of service between genders. Additional advancements include the introduction of the Anti-Harassment Crime System, enhancements in women's rights to education, health, and social protection, and an increased participation of women in sectors such as the judiciary, military, security, sports, and culture.


In closing, Dr. Al-Tuwaijri reaffirmed the Kingdom's ongoing commitment to fulfilling its obligations under international human rights conventions, including the Convention on the Elimination of All Forms of Discrimination Against Women. She noted that the Kingdom had submitted its special report in accordance with Article 18 of the Convention, underscoring its dedication to advancing women's rights.
