In accordance with the regulations of the Kingdom of Saudi Arabia, the Ministry of Tourism has declared that holders of visit visas, regardless of the type or designation of the visa, are not permitted to take part in Hajj ceremonies. All citizens, residents, and tourists who violate Hajj norms and instructions without a permit are subject to a fine of SAR 10,000, according to the ministry, which emphasized that the regulations of the Kingdom necessitate such a fee. Detained individuals without a Hajj permit will face a fine in the cities of Makkah, the central area, the holy sites, the Haramain rail station in Rusaifa, security control centers, screening centers, and temporary security control centers.
Furthermore, within a predetermined period of time, expatriates will be required to return to their country of origin and will be prohibited from visiting the Kingdom. The ministry emphasized the significance of adhering to the various standards and guidelines that pertain to the Hajj in order to ensure that pilgrims are able to carry out their rituals in an atmosphere that is secure, comfortable, and tranquil. Violators would be subject to a double fine of SAR 10,000 in the event that they committed the same offense more than once.The Ministry of Tourism requested all individuals visiting the Kingdom to read the rules and adhere to the agreed-upon pledges before applying for a visa. Furthermore, the Ministry of Tourism requested complete compliance with all issued instructions to prevent any violations of the regulations.
